上海进一步明确“随申码”红码、黄码赋码管理规则
Shanghai further clarifies the rules for assigning red codes and yellow codes to the "With Shen Code"
根据国务院联防联控机制的工作要求，市防控办进一步明确了我市“随申码”的赋码管理规则与具体工作要求。
According to the requirements of the State Council's joint prevention and control mechanism, the Municipal Prevention and Control Office has further clarified the rules and specific work requirements for the assignment of codes to the city's "Follow the Application Code".
赋红码对象为以下五类人员：
The red code is assigned to the following five categories of persons.
一是初筛阳性、混管阳性人员；
One is a positive initial screen and a positive mixed tube person.
二是确诊病例、无症状感染者、疑似病例；
Secondly, confirmed cases, asymptomatic infected persons and suspected cases.
三是密切接触者、密接的密接；
Third, close contacts, close connections of close contacts.
四是正在实施集中或居家隔离医学观察的入境人员；
Fourth, persons entering the country who are under intensive or home isolation medical observation.
五是有高中风险区旅居史的外溢人员。
Fifth, there is a high school risk area travel history of spillover personnel.
赋黄码对象为以下四类人员：
The object of the yellow code is the following four types of people:
一是正在实施居家健康监测的确诊病例出院（舱）人员、无症状感染者出舱人员；
First, persons discharged from hospitals (pods) with confirmed cases and persons discharged from pods with asymptomatic infections where home health surveillance is being implemented.
二是区域协查数据中经多源比对后确定的风险人员；
Secondly, persons at risk identified by multiple source matching in the regional concordance data.
三是防疫信息重点人员数据库中未做核酸检测的人员；
Thirdly, persons who are not tested for nucleic acid in the database of key persons for vaccination information.
四是核酸筛查“应检未检”人员。
Fourth, nucleic acid screening of "untested" persons.
如果市民对码色有疑议，可以通过12345市民热线进行电话申诉，或者通过“随申办”进行在线申诉。在“随申码”—“我要申诉”中提交信息，点击“提交”后，即可查看相应的赋码原因，提交准确详细的材料进行申诉。

市大数据中心和市、区相关部门建立了联合协调机制，负责“随申码”异议核实与申诉处置工作。针对市民的申诉，将分门别类，转交涉及部门或区核实后及时转码。

今天（9月18日）举行的市疫情防控工作新闻发布会上，市大数据中心副主任刘迎风介绍：自“来沪返沪人员服务”小程序上线以来，不少市民在来沪返沪前积极地进行了填报，截至9月17日收到17.4万余人的信息填报。市大数据中心及时把填报的数据推给了各区进行核查，对排查到的有中高风险旅居史的人员，属地均第一时间进行了处置，有效防范了风险。

市大数据中心也注意到还是有部分人在来沪返沪前没有进行填报，可能是还不了解相关规定或者遗忘了。当前，上海面临“外防输入、内防反弹”的双重压力，请广大市民继续支持这项工作，来沪返沪请详细、准确地填报相关信息，以便更好地支持上海的疫情防控工作。如果因漏报、瞒报、谎报，造成了疫情传播，有关人员将要承担相应的法律责任。
